Bill founded Social Capital Partners in 2001 and has been one of the leading voices in promoting social finance in Canada. He also sits on a variety of boards and advisory boards for social enterprises and community organizations. Bill previously spent 20 years in the private sector, most prominently with million-dollar tech companies. He continues to sit on a variety of boards for social enterprises and community organizations.  In 2013, Bill was appointed as a member of the Order of Canada for his achievements as a social entrepreneur and philanthropist.

It started in 2001, when Bill saw unused potential in combining market forces and social goals. Bill founded Social Capital Partners (SCP) to support social enterprises interested in helping people facing employment barriers. After some initial success, Bill and his team realized that they needed to engage business practices more directly to see the systemic change they hoped for. SCP then expanded into incentivizing and enabling employers to practice social hiring. The organization has continued to evolve under Bill, who makes a point of not shying away from risk and always testing out new ideas.
