Scott Richter

Manager of Business & Innovation Parks & Recreation, City of Medicine Hat

Scott Richter is a Business and Innovation Manager in the Parks and Recreation Department for the City of Medicine Hat.  He is responsible for business opportunities and innovative solutions to apply to the City in the delivery and provision of Recreation and outdoor spaces in Medicine Hat.

Scott knows that innovation can be a way to be more productive but also break through barriers of traditional knowledge and understanding in a new way of doing or delivery services. He believes that Social Value is one of those innovations that can be applied to all sectors to look at problems and issues through a non traditional lens that not only betters the community but assists in a deeper understanding and meaning of the work and services that are provided.

Scott has extensive experience in the not for profit sector – he was at the YMCA for 13 years and two if those as the CEO.  He then moved to the City of Medicine Hat in 2016 as the Superintendent of Parks Operations, in 2018 was the Manager of Parks and in 2021 the Business and Innovation Manager. He is the current president of the Squash Association and Ultimate Disc Club in  Medicine Hat, an executive board member for the Medicine Hat Community Housing Society, and a member of the Medicine Hat Social Sector Systems Transformation Project.

Scott is passionate sport and recreation in his community and is actively involved.  He is a NCCP Level 2 coach for Squash and has instructed youth squash since 2008.  In 2018 he was recognized with the City of Medicine Hat CAO Award for his involvement in bringing awareness and changes towards Water Safety in Medicine Hat.

Scott holds a Master’s Degree in Kinesiology and Bachelor Degree in Physical Activity Studies both from the University of Regina
